  • Dr. Debra Bragg, OCCRL Director, hosted the first webinar in a series of online conversations exploring Illinois' Programs of Study Guiding Principles and Design Elements. The January webinar session included a panel discussion that focused on the importance of state and local leaders to facilitate and support systemic change.


Panel Members

  • Rob Kerr, Illinois Community College Board
    Rob Kerr is the Director of Career and Technical Education at the Illinois Community College Board. He works with several postsecondary programs - including Perkins, the Partnership for College and Career Success grants, and dual credit. Rob has spent 15 years in higher education and government - serving as an adjunct faculty member, the Director of Grant Development at Lincoln Land Community College, the Tech Prep Consortium Director for the Lincoln Land Tech Prep Consortium, and the Assistant Dean of the College at Springfield College in Illinois.
  • Dora Welker, Illinois State Board of Education
    Dora Welker is a Principal Consultant for the Career Development and Preparation Division at the Illinois State Board of Education. She works with the overall functions and programs for Career and Technical Education, and alignment of K-12 career awareness, exploration and preparation programs to the learning standards. She is also the State Coordinator for the High Schools That Work reform model. Dora received a Bachelor of Science in Business Education and a Master of Education with an emphasis in administration from the University of Illinois. Prior to working at the Illinois State Board of Education, Dora taught business education for 6 years at the Decatur Area Vocational Center in the Decatur School District #61.
