Abstract:

The CCR Act attempts to address the rising remediation rates among high school graduates who enroll in college and find they are ineligible to enroll in collegiate level coursework because they do not meet the cut-off scores on college placement exams. The CCR Act tests the hypothesis that misaligned curriculum between high school and college creates remediation problems for students who seek to enter college-level course work. The Act purports that the remediation problem can be serious because of its impact on time to degree and financial aid.
